startStrategy fast does not load blocking and whitelisting.

If I set startStrategy to fast, blocky does not load blocking and whitelisting.

My impression is that setting startStrategy to fast, will do the following:

1. start DNS and forward queries to upstream without blocking them.
2. load blocking and whitelisting.
3. start blocking queries.

It seems step 2 above did not happen, unless I run blocky lists refresh manually.

It is not in v0.20.
