[Research Epic] Role implementation, accessibility and governance

Overview

How can we encourage and enable the ecosystem to create roles in whatever form (e.g. modules), how can we curate the list of roles we (SafeDAO) want to make available and under what requirements and how can we enable the usage of these roles in our and other interfaces?

• workshop on technical implementation
• governance proposal

Timeline

after we have the first results from #3956 it will probably take around 4 weeks
