There are too many deprecated libraries in our wallet-vc-libs repository. We need to update their versions. For eslint specifically, note that the latest version will require converting its config files into the new syntax. Overall, everything should remain functional. If possible, also de-duplicate dev dependencies across packages, ensuring that they always resolve to the same version in the global package.json.
