Does each TIC get access to ONLY its own technical features or does it get access to technical features of other TIC`s as well

Does each TIC get access to only its own technical features (FeatureEngineer FinRL function) or does it use the other TIC`s technical features as well?

Since I am working on explainability of RL models, I want to understand this so that I can use the correct set of features to run the explainability modules.
