Latest coverity tarball is not centos7 compatible, create el9 coverity image #5

The latest tarball with the coverity software uses glibc2.18 symbols, which makes it no longer compatible with centos 7.

  • I put back the old tag as latest so existing workflows should keep working
  • Create a el9 (alma9) based coverity image
  • update workflows to run coverity on el9

latest now points to el9
