Additional Information

The same problem occurs in stable version 7.20.0 (4960) (CL 1.17.94, DL 2.5.51) and latest nightly 7.21.0 nightly 12 (4969) (CL 1.17.94, DL 2.5.63).
So, if I'm not wrong, if filters are updated then new rules are downloaded, but are not applied until there is a change in protection state (off/on), or until some rules/filters are enable/disabled in the filter editor.
