I have found that it is tied with the flag chrome://flags/#use-angle and happens only when I use OpenGl. wondering if theres a fix for this as ive been able to replicate it across two windows devices.

Why do you want to use OpenGL?

I want to use OpenGl because it fixes the blurry ness on videos and streams that you get with the default dx11. and because it is more performant

Please try the same flags on chrome/chromium. If you also have this issue on chrome/chromium, I suggest you report it upstream.
