Everyone is getting kicked from the server

Everyone who is trying to connect with the server is getting kicked by FIREAC:

I have tried to use the export to temp whitelist people, but that export does not exist:

Okay I think I found my error, I was trying to call this from client script.
Now calling the export from server script and not getting any error, but still getting kicked.

I was having this issue when I first installed this. If you have proxy that caches files clear your cache on the proxy server and also clear the cache for fivem for both the server side and the client side.
