[Feature] Change the order of the tags for a project item

• Yes, I have searched the existing issues and it doesn't exist.

Feature Description

(actually, it's a duplicate of #905 which as been auto-closed, so I resubmit it)

Sometimes, I'm adding a tag to a project or I'm "editing" an existing tag, and I don't want it to be at the end of the list.
Dragging and dropping to reorder the tag would be awesome.

Currently, I'm retyping all the tags to reorder them; which is indeed

tiresome

NB: thanks again for RXResume, I've been using it since my first internships, and it's awesome to see it still alive today 😄
