FP16 range problem

I saw your mention on paper regarding not hitting a range problem with fp16 as abs of any value in substitution matrix is < 10.
But I'm curious to see there is no range problem even for 21Kb long PacBio reads. But, isn't the worst case number 2x21Kx10 > 64K, out of range ? (2X because of query+ target size).
Kindly elaborate to help me understand.
