Summary

delete from cf_ctuser_packages, replace with https://docs.google.com/spreadsheets/d/13elz-h4toIEiSfNXsTyO78Xtrh5pwe44wGr2yLuUGyk/edit?gid=668654394#gid=668654394

@mkoo do your thing with the spreadheet and let me know when you're done (or we can test if necessary)

feel free to change PACKAGE_SOURCE (and we can support multiple 'schemas' here if anyone else wants their own)

PACKAGE_ROLE_LIST needs to be a no-space comma-delimited list of roles

Hopefully everything else is obvious, ping me if it's not
