Feature Request: Email notifications for mentions

What

Right now, when you publish a post and folks reply to it from the Fediverse, you can get email notifications for the matching new comment that gets published on your site. That works well.

In addition to that, I think it would make sense (especially now that we have a custom mailer class since #1068) for the ActivityPub plugin to send out emails when your site's handle is mentioned in a conversation, outside of a conversation that you started by publishing a post on your site.

That email could include the text of the message where you were mentioned, as well as a link leading to your post editor with the Federated Reply block already added and populated with the message link.

Why

Being active on the Fediverse doesn't just mean publishing content to the Fediverse ; it also involves folks bringing you into a conversation because they think it could be interesting for you, or you could bring added value to that conversation. For this to work, we need to be aware when folks mention us on the Fediverse.
