Labelling rules component

Data Scientists should be able to explain the labelling rules in order to help annotators decide how to annotate.
This component should be visible in each annotation type.
Perhaps it would be great to allow for Data scientists to change the rules during the project, in case some new rules are found during the labelling process ?
