After #132 is implemented

Consider starting the streaming of encrypted resources early, before QR scan, if some conditions are met.

Same as #514, #515 but for resources streamed with WebRTC.

WebRTC shared files may be large, so consider capping the prestream to e.g. 100MB.

Deleplace added the performance label
