New follow requests should trigger a notification

Currently if a user requires approval of all followers, new follow requests can trigger an email, and appear in the "Getting Started" panel, but they do not produce a Mastodon notification. They should appear in your notifications so it is more difficult to miss them.

I fully support this modification. I think it can help people get more excited for Mastodon if they know people are interested in following them as soon as that happens.
