Team chat stays on if you leave the island but stay in the same world. However, if you go to another world, then you might be in another team, so that's why it doesn't work. For example, you are running AOneBlock and BSkyBlock on the same server. In the BSkyBlock world you could be in one team, but in another in AOneBlock.

Are you running only a single game mode? In that case, it might be possible to allow it.
