Introduce recall / override function in Quorum Delegation

Quorum Delegation may not always yield the results a voter desires -- this feature would allow the voter to override the quorum results after they have voted.

With this mechanism, NQG could be an exemplary implementation of liquid democracy where people can choose whether they would like to vote directly, or delegate their votes, and subsequently override those votes when they wish to do so.
