Support OTel for Claim Checks

Is your feature request related to a problem? Please describe.
Although we support OTel better in V10, we have not backfilled the support for a Claim Check. As a Claim Check will call object storage, it should use a span. The parent span should be available from the RequestContext, as it has been set via the CommandProcessor on a producer or the message pump on a consumer.

Follow the semantic conventions for S3 buckets, but if dealing with another object storage, just use that as inspiration
