Re-purpose VSS web page tooling for VSC

Discussed in VSC weekly meeting with Paul & Gunnar that we need to improve the documentation and "initial landing page" content. The proposal is to re-use the vss gh-pages setup and create a blank template to start adding documentation & diagrams

The documentation approach is different and uses straight Markdown with GitHub MD representation, instead of the hugo generator, but maybe that's still a future improvement possibility if someone wants to pick it up.

I'm intepreting this as being related to IFEX specification primarily, so the issue will be transferred, but of course the service-catalog project may also want to create documentation in the future.

Keeping this open. Modifying the strategy and tooling is not in the near-term backlog but contributions are welcome if someone wants to propose a change, and implement it.
