In light of the unavailability of a free copy of ISO8601 I would suggest RFC3339 (https://tools.ietf.org/html/rfc3339) be used instead (it's largely the same, but the standard is freely available). Reference: https://news.ycombinator.com/item?id=26400089
Also I'd like to apologize for not using a free standard, but in my defense, a lot of other people made the same error.
