dnf build prereqs fails

Describe the bug

when trying to run build prereq, it fails in fedora.

To Reproduce

Steps to reproduce the behavior:
In Fedora, run Build Prerequisites. This is in both Fedora 39 and latest 41.

Expected behavior

Successfully install build prereqs.

Additional context

It's a powertools issue. It can't find it in the repos. I have tried installing manually, following guides online but doesn't seem to exist anymore....
