Make annotation file into a CSV so we can use it in multiple languages.

CSVs are more portable for the annotation so we can use in R and Python. @owenwilkins can you submit a CSV version as well?

tried to do that initially, but file size was over the GitHub limit.. is there a way around this..?

How about hosting a CSV in dropbox and adding a link to the file in the repo README as well as keeping the rds file?
