Make annotation file into a CSV so we can use it in multiple languages. #1

CSVs are more portable for the annotation so we can use in R and Python. @owenwilkins can you submit a CSV version as well?

tried to do that initially, but file size was over the GitHub limit.. is there a way around this..?

new folder on dropbox containing the CSV file. link to folder included in GitHub repo README.
