Request: Add button Tool Tips on hover

When hovering over some of the main component buttons in the UI, you can't quite tell what they do until you click them. For new users, it would be great if there was some sort of Tool Tip, so for example:

Highlighting over the blue button in the screen shot might hover with, "Upload a CircleCI Configuration File" or something like that.

Teachability, documentation, adoption, migration strategy

I believe there are no docs improvement needed; it's more about a UX improvement to actually help users learn the tool w/o needing to read the docs.

What is the motivation / use case for changing the behavior?

Improvement in new user experience!

I'm on it 👍 I'll see if there is any refactoring we can/should do as well to make sure this is better covered, ensure there is a required prop.
