Provide a walk-through tutorial that assists the user in creating their first configuration. This should trigger automatically for new users.

Teachability, documentation, adoption, migration strategy

Add documentation to tell the user how to trigger onboarding.

What is the motivation / use case for changing the behavior?

Enable new users to use the tool!
