(low prio) Better Cache Variable Store Cleanup Process

There is a max Github Repository Variable Limit of 500. Every so often, as we add and remove trees, we will need to clean up the cache so as not to hit this limit.

Ideas from my chat with Nathan:

1. just purge cache annually

2. iterate through workflows and drop dead trees

Not a pressing issue. We have time.
