Can you post a screenshot of what you mean?

Afaik, Popups are created using 'vertical-stack card, therefore Sections will apply to the whole card and the contents inside it, meaning you can't apply rows per card by this method. This sounds like a limitation, however I'm not sure if there is workaround for it.
