Add Single Pass Compilation

Single-pass compilation will avoid us getting stalled at the end of the object compilation stage and allow us to start compiling libraries while waiting for remote workers to finish off the available jobs. Unfortunately a few fbuild limitations make implementing this a little more difficult.
