[Bug]: Some automatic weapons seem to 'ghost fire', consuming the ammo but not firing anything #3500

Description
Provide a concise description of the issue or concern. What happened?
If there's no available new target for a weapon with a long burst, the burst seems to terminate but consume 1 ammo while not firing 1 shot. For this to happen, the burst needs to be terminated midway into the burst (ie. if burst size is 4 and the weapon has fired 4 full shots, this does not happen.)

Expected behavior
What did you expect to happen?
Each shot should consume 1 ammo.

To reproduce
Provide clear steps to reproduce the behavior. How do we make this happen?
1 - Spawn in a weapon fitting the above criteria (in this case, the missile pod weapon from Advanced Armaments.)
2 - Fire a full auto burst at either a solo target or a building that gets destroyed in 1-2 hits.

Note here how the burst of 4 fires correctly, but the second burst of 2 (when the Centurion dies) consumes 3 ammo.

This is the same weapon with ticks between shots set to 300, note how the issue still persists.
