WIP, make an easy way to update the timezone of the user

The timezone is computed from the user's home location. The backend does not have a way to have a timezone that overrides this selection. I think this is sensible for the time being. I am not sure how to improve this without having such an override?

Why not explaining to the user? this ticket was reported by a person who moved out to another country... so I guess that by changing the location the timezone is updated as well? if that's the case we should inform the user
