Hose pulleys treating 10,000 lava blocks as infinite works when filling as well as emptying #7272

Description

I'm trying to create an infinite lava source in the overworld, so made a 23x26x20 glass pool (11,960 blocks), set up a system throwing full lava buckets through a portal from the nether and emptying them into the pool in the overworld using a hose pulley.

The hose pulley is set to the height of the top of the pool, but has only filled up the first 16 layers, and maybe 2/3 of the 17th layer i.e. it has filled up 10,000 blocks. It happily continues to empty more buckets into the pool, but without filling in any more blocks with lava.

Expected behaviour: hose pulley fills up the pool with lava up to the level of the hose outlet, leaving a nice, full pool with a flat surface.

Subsequent googling has found that this is intentional and changable in the config.
