Due to visibility restrictions, module user's can not judge what participant has missing encryption shares.
It is possible to abuse serialisation, like i have done here with json: SurfingNerd/openethereum-3.x@2210e3e

however, this is performs badly, and is also a lot error prone programming work.
we need a way to analyze the current state.
