DO NOT IMPLEMENT YET PLEASE! - this issue is to detail future work.

The Review Comments field for projects was originally only visible within the Review and Translation workflow, but can be made entirely public soon.

That will entail adding it to the two public project details views:

project-details-en
project-details-zh

Also, for each of these public views:

https://etcgrants.softr.app/projects-list-zh
https://etcgrants.softr.app/projects-list-funded

Please switch the columns under the fold to be:

Total Request, Project Description and Review Comments (with either English or Chinese versions shown as appropriate).
