Adding app when all teams selected

Prerequisites:
Go to the /apps page and select all teams.

Current behaviour:
The button "Add new build" is not visible and there is no label instead of it so the user has no clue how to add builds when he does not know Einstore.

Intended behaviour:
The button "Add new build" should remain hidden but there should be a label saying "Select team to add new build."
