Suggested Improvement

The book currently has a goals section. This ticket is about a substantive improvement there to encompass goals, requirements, and desiderata.

See #117 for clarification of those three terms.

Additionally, each of those three should cover these distinct scopes:

The PoS Subprotocol (see Define PoS Subprotocol goals, requirements, and desiderata #117)
Any changes to the PoW subprotocol (needs a ticket)
The hybrid construction itself (needs a ticket)
The comprehensive integrated TFL protocol (needs a ticket)

The latter two may have a blurry boundary. I think it's worth striving to make the distinction initially to see how well that pans out.
