Merge in community spam tools

I'm assuming this plugin is specifically targeted at the community site and its use cases. I think it makes sense to just merge these tools into www and then put some effort into generalizing them into an anti-spam plugin that we can ship with core, pulling out the parts that make sense one at a time.

Heaven knows core needs better spam tools...
