As the tabby user，don't restart the tabby to let the environment take effect after the user changed the system environment on windows platform

Is your feature request related to a problem? Please describe.
I'm always frustrated when I had changed the system environment on windows 11 or other version， I have to restart the tabby to let the change take effect immediately.

Describe the solution you'd like
I want to make sure the tabby can get the latest system environment with the tabby had opened state. After the environment values changed, the tabby can get the latest changed and avoid the restart steps.
