FHIR wants to allow users to specify bindings on the root level of a datatype (for example CodeableConcept)

We thought we already supported this in our snapshot generator, because we don't think there's any custom logic for it.
However, Rob has tried to implement the feature in Forge, but the snapshot generator seems to throw the binding away.

Let's investigate why that happens and see how hard it is to implement this.
