Handle nominal values for timedeltas for event_resolutions in the database #772

The event_resolution is in some cases stored as a nominal value of timedelta in the database. In PR #767 FlexMeasures will support storing the ISO duration string.

The loading and use of such event resolutions (e.g. P1Y, P1M, P1D) first needs to be handled in timely-beliefs (see SeitaBV/timely-beliefs#141), before we can start to tackle it here.
