Clarify data classification and scope for HutchGO usage

We should be extra crisp about when HutchGO should be considered as the first available option for data transfers for which data classification level and also include a link or referral to [email protected] to ask if folks are LEGALLY allowed to transfer those data or if there is a DUA or collab agreement needed.
