Creating a New Place Without Review

I would still like to see a feature where editors can add a new place without a review. I know you tried to do this, but I am still not able to see any kind of interface or control where I can bypass having to fill out a review, or noise, crowdedness, etc.

Right now, when adding new rest areas, or a new Walmart, I just write, "Nice rest area" and set it to four stars.
