Transferred game ART to the +OPL or _common folder not showing up in OPL #64

Here's my issue:
-Format hard drive w/ FreeMcBoot memory card
-Make +OPL folder at 1.5gb
-Install FREEHDDBOOT w/ OPL 1.0 from a FreeMcBoot memory card and usb
-Open OPL once to create directories
-Open HDD with PFS Batchkit 1.9
NEW -switch to +OPL partition (transferring to common didn't work, did not have to do this in 1.7)
-install 600+ PS2 games to a 2tb drive, default settings
-Use the manager to download and then transfer art after deleting entire contents of ART folder (already tried with existing files once and didn't work)

No option, including download missing and transfer, download and replace and transfer, sending to +OPL or _common, downloading ART for games on HDD with OPL Manager and transferring, or deleting the +OPL folder with PFS Batchkit 1.9 seem to let the art to display in OPL. This same setup of games and ART was working in 1.7 before I updated but even rolling back to 1.7 does not fix the issue, starting from scratch. The strangest part is I tried transferring 3 games then downloading and transferring the art and it DID display, but after adding the remaining games and doing the same download and transfer for the rest of the art none of the art showed up in OPL anymore, even the 3 that previously worked. Can anyone confirm an exact course of installation in 1.9 that works?

Step 0) A way to launch wLaunchELF - if you don't have one, use PFS-BatchKit-Manager to format the HDD as an entry point which will then launch wLaunchELF on boot when inserted into the PS2.
Step 1) With the HDD in the PS2, boot/launch wLaunchELF
Step 2) File Browser -> MISC -> HDD Manager -> R1 -> Format
Step 3) R1 -> Create Partition -> +OPL -> 3GiB or less
Step 4) -optional- R1 -> Create Partition -> __.POPS -> 128GiB or less
Step 5) -optional- R1-> Create Partition -> __.POPS0 -> 128GiB or less. [Repeat if more space is needed, numbering POPS 0-9]
Step 6) Navigate to mass:/ while still in wLaunchELF, and launch the FMCB Installer.
Step 7) Install FHDB
Step 8) Shut down and remove the HDD
Step 9) Hook up the HDD to PC and launch PFS-batchKit-Manager
Step 10) OPL Management -> Change OPL Resource Partition -> +OPL
Step 11) Games Management -> Convert Games -> Convert .BIN to .VCD
Step 12) Games Management -> Convert Games -> Convert .BIN to .ISO
Step 13) POPS Management -> Assign titles database for your .VCDs
Step 14) POPS Management -> Transfer POPS Binaries
Step 15) -optional- OSD/XMB Management -> Install HDD-OSD
Step 16) OSD/XMB Management -> FreeHDBoot Management -> Fix Graphical Corruption OSD
Step 17) Install PS1 Games and say Yes to Shortcuts
Step 18) Install PS2 Games
Step 19) Downloads Management -> Applications
Step 20) Downloads Management -> Artworks
Step 21) Downloads Management -> Configs
Step 22) Downloads Management -> Cheats
Step 23) OPL Management -> Transfer OPL Resources

Everything should work as intended. This is the order I do and have others do.

Is there any way to install the artworks after I have already tried transferring? deleting the +OPL partition and relaunching OPL then transferring the art again does not work, and it take 20 hours or so to transfer all of the games so I'd rather no redo everything every time it doesn't work. Also that is pretty much the exact order I am doing things in, besides any PS1 related steps and I'm only transferring art and 1 theme. The theme DOES show up in OPL but the art does not.
