Fast Block Placing toggle weird behavior flying upward

When toggling between Fast Block Placing on/off you can only fly upward and hold down the mouse to place blocks with it set to off. For some reason while toggled on it just won't work. If you are not going up it seems to be fine, and weirdly it seems about the same speed of block placement with it on or off when placing blocks in front or beside your player position. I did not record that part, but I can take a video if it would help. In the config under tweaks I do have fastBlockPlacing set to true, as well as fastBlockPlacingServerSide. This video was made in a singleplayer world in survival mode using /fly. It was the same in creative mode, same issue.

Also, every time I switch the Hodgepodge .jar out for a new/different version it resets all but one of my config options, removeCreativeSearchTab. Just thought I would mention that as well, not the biggest deal in the world but it is pretty annoying.

This is my modpack with 50ish mods but there are no other mods interacting with block placement. It is all mostly mods that add items like EFR. This happens with just Hodgepodge alone as well, modpack doesn't change anything with this issue.
