The ability for admins to claim land via a command using coordinates possibly?

As a server admin I want to create a group that is just the Walkway / Rail System. I wanted to grab the -/+ of 0/0 all the way to my chunk borders. This be about 8000 chunks or so for our world size. If I could type something out like /claimcords -1 to say -8000 this would claim the left side of the northern 0.0 route about 500 chunks instantly without having to use the map features.

Hope that makes sense. Could do it in large patterns, etc as well. This being hopefully only an admin command I feel?
