[FEATURE] Run pipeline jobs only when underlying code changed

Summary

In order to minimize the CI time, run relevant jobs only when changes are made in the underlying files.

Note that this is potentially tricky, thus in this case focus only on clear cut scenarios (e.g. proofs are run only on code change), and jobs that take long time.
