STEPS TO REPRODUCE:

Navigate to URL: http://tools-stage.gapminderdev.org/tools/
Click on X-axis or Y-axis scale
Click on Education
Click on "Men years in School"
Hover on any long text

ACTUAL RESULTS:
Long text on Y and X axis scale doesn't move smoothly

EXPECTED RESULTS:
Long text on Y and X axis scale should move smoothly
