OpenAI does not fetch translations when in formal

Normally when translating in "default", OpenAI will provide a translation when a license is present and there is no 100% translation.
But when you are in "Formal" no suggestion is done. Formal does show translations from "Other languages" but those do not have a percentage indicated. So there could be made enhancements to the current behavior of "GlotPress"

1. Add percentages after the translation from other languages
2. Insert that translation if it is 100%
3. If it is not 100% propose a translation from OpenAI

Or always indicate a translation done by OpenAI when in formal mode.
When in formal mode the default tone should be changed to "Formal"
