Apache beam auto-updating is causing consistent errors in dataflow/spanner tests in java-docs-samples. Need to add a rule in (java-version-rules)[https://github.com/GoogleCloudPlatform/repository-gardener/blob/master/java-versions-rules.xml] to skip updating it.
