Filter Area Message for "Citywide"? #85

Nice improvement to give the user info on what to do with "Filter by Boundary", but the text doesn't seem to work for "citywide" when it's selected.

Maybe something like "choose a boundary type other than citywide to view crashes for a specific geography..." would make it more clear?
