Chanced inputs that become non-consumed at high tier should still show base and per-tier chance in XEI. #2795

Feature Description

When an ingredient has a chance to be consumed, the tooltip will show the base chance, the chance per tier and the chance at the currently shown tier. However, if at some tier, the chance becomes zero, it switches to only showing "Not Consumed". Instead, I think it should still show the base and per-tier chance, along with "Not Consumed".

Not sure how this interacts with custom ChanceBoostFunctions, but that is true of the current tooltips as well.
