We should provide a manual that details the design and use of the Librarian so that users can understand how and why to use it.

This milestone is timed to be due after real-world experience has been gained with use of the Librarian for the H1C season.

CC @david-deboer . There is a modest manual now: here. Have not yet converged in discussion as to whether what exists should be considered to suffice, or whether more words are needed.
